Position Summary

Southwest Tennessee Community College is a comprehensive, multicultural, public, open—access college. This is a full-time position reporting to the Associate Vice President of Fiscal Operations. The Director of Fiscal Operations is responsible for organizing, directing and evaluating a wide variety of financial activities while maintaining a robust and effective internal control environment. The position maintains financial and accounting systems, reviews, and recommends accounting policies and procedures. He/she will provide leadership and direction of the offices and staff of financial reporting, accounts payable and grant accounting while assuring compliance with all rules and regulations (institution, local, state and federal and in accordance with General Accepted Accounting Principles GAAP).

Typical Duties and Responsibilities

Provide leadership and direction to the direct reports in the areas of financial reporting, accounts payable, banking, and grant accounting.

Oversee, monitor, and maintain all financial and accounting systems.

Responsible for internal financial statements and other special financial analyses and reports.

Ensure adherence to internal controls and accounting policies and procedures.

Ensure timely and up to-date vouchering for all grants and contracts; oversee draws from federal Payment Management System.

Oversee the development of grant and contract specific budgets in partnership with program staff.

Direct bi-annual year-end audit of the college’s general financial statements; coordinate with State auditors to schedule the fieldwork and the preparation of necessary work papers; communicate with internal staff to facilitate a timely and efficient audit.

Approval of documents in accordance to college policies.

Responsible for the preparation and filing of the annual IRS Form 990, 1099 and 1098-T returns.

Directs and oversees the hiring, development, management, and evaluation of divisional staff.

Ensures that the college’s interim and annual financial statements are prepared in accordance with GAAP, federal and state laws and regulations.

Coordinates other audits that pertain to the areas of responsibility.

Ensures that all federal, state and local reporting is completed on a timely and accurate basis.

Establishes college accounting and financial policies and standards in the area of responsibility.

Provides ad hoc analysis and reporting as required.

Develops training for internal customers relating to accounting and budget systems.

Coordinates activities to process year-end close and to open new accounting year.

Manage Chart of Accounts to ensure the appropriate structure to extract accurate data.

Other duties as assigned.

Required Qualifications

Bachelor’s degree in Accounting from an accredited college or university. Minimum five (5) years’ of progressively responsible accounting experience that includes three (3) years of experience directing or managing accounting professionals and operations.

Thorough understanding of generally accepted accounting principles, fund accounting, GASB, and OMB Circular A-133.

Excellent computer skills, proficient in use of Microsoft Office Suite.

Proficient in use of computer applications, including accounting packages.

Preferred Qualifications

Masters in Business Administration (MBA).

Certified Public Accountant (CPA) license desired.

Previous higher education accounting or other non-profit financial leadership experience.

Experience with automated financial system; Ellucian (Banner).

Proficient with Argos reporting tool.

Understanding of a shared service model.

Knowledge, Skills, Abilities and Work Characteristics

Strong ability to review, interpret, and analyze financial information.

Demonstrated management, leadership, and customer service experience requiring a high level of diplomacy and professionalism.

Ability to work in a professional, fast-paced environment, work as a member of a team and provide direction to direct reports.

Knowledge of or ability to quickly learn the college and state fiscal policies and procedures.

Strong communication skills; ability to effectively communicate information in a clear and understandable manner, both verbally and in writing.

Ability to work with diverse populations.

Ability to develop and communicate clear goals and expectations in support of the business’ mission and to track progress against the goals.

Ability to schedule and organize workflow and coordinate efforts among and between different functional areas to meet deadlines.

Ability to work efficiently and effectively with poise under pressure and against deadlines.

Familiarity with or ability to integrate current technology into accounting processes.

Ability to resolve problems by using a logical and systematic approach.

Demonstrated ability to maintain a high degree of confidentiality.
