Position Summary

Southwest Tennessee Community College is a comprehensive, multicultural, public, open—access college. This is a full-time, fiscal year position reporting to the Director of Enterprise Application Services.

The Systems Analyst I performs analysis and design of application software and manages the implementation of such projects in a higher education environment.

The Systems Analyst I also manages programming, testing, documentation and deployment of systems for the College, primarily the Finance Division.

Enterprise Application Services supports the College business applications, including Ellucian Banner software in a RHEL and Oracle environment.

Typical Duties and Responsibilities

• Maintains one or more application systems including the implementation of in-house and vendor-supplied upgrades and enhancements.

• Designs and develops effective and efficient technical solutions strategies for end-user identified information systems needs working independently and directly with senior end user staff.

• Provides day-to-day functional client support for problem resolution of assigned application systems.

• Monitors assigned business applications to ensure accurate and reliable processing.

• Provides primary technical and analytical leadership in the deployment of administrative information systems.

• Monitors and manages assigned initiatives for change management, project management and testing to ensure departmental procedures are followed.

• Monitors and manages assigned ticket/work requests to ensure departmental procedures are followed to provide address and closure.

• Maintains knowledge and skills with respect to contemporary database and business applications technology, tools and products.

• Creates, maintains and procures business application documentation and project documentation. This documentation includes all procedures created, used and maintained as part of this job.

• Participates in Disaster Recovery planning, testing, and recovery efforts.

• May perform other duties assigned by the supervisor

Required Qualifications

Bachelor’s degree desired, preferably in IT-related field or significant IT coursework.

Three (3) or more years of experience as a programmer analyst or systems analyst, preferably in a higher education computing environment or equivalent combination of education and experience.

Work Experience and proficiency in one of the following databases: Oracle or MS SQL.
Work experience and proficiency in one or more of the following operating systems: Unix, Linux, Windows.

Work experience and proficiency in one or more of the following: SQL, PL/SQL, Pro C, shell scripting.

Preferred Qualifications
Knowledge, Skills, Abilities and Work Characteristics

• Knowledge of systems development including full understanding of successive phases of problem analysis, system design and specification, suitability of data, and programming.

• Advanced knowledge of RDBMS systems such as Oracle.

• Knowledge of all facets of contemporary information technology including hardware and system software for host and desktop systems, local area and wide area network technology, the Internet and Web-based applications.

• Proficient in MS-Office software.

• Excellent written and oral communication skills; excellent interpersonal skills.

• Ability to work independently.

• Ability to provide leadership to a cross-functional project team.

• Ability to work effectively with end users, gain their confidence, understand their technical and operational needs and translate them into viable technical solutions and training.

• Ability to work effectively with end users to insure pre-release testing of vendor-delivered enhancements and bug fixes with both local and hosted solutions.

• Good judgment and decision-making ability.

Preferred Skills:
Databases: Oracle 11g or higher, MS SQL.
Servers: Unix/Linux/Windows.
Web Servers: IIS, Apache, Tomcat.
Web programming: PHP, ASP.NET, HTML, XHTML, HTML5 Java, Javascript.
Database programming: PL/SQL, SQL.
Traditional Programming: Pro C Unix shell scripting.
Reporting tools.
Business Analysis.
