Position Summary

Southwest Tennessee Community College is a comprehensive, multicultural, public, open—access college. • This is a full-time position reporting to the Vice President of Financial and Administrative Services.

• The Associate Vice President (AVP) is responsible for maintaining the financial integrity of the college and establishing and maintaining a robust and effective internal control environment; for sound financial management practices.

• He/she will provide leadership, direction and will evaluate the activities of the offices and staff of Fiscal Operations, Cashiering and Accounts Receivable, Budget, Payroll, and Purchasing.

• The AVP will monitor financial transactions from federal, state, local and private sources; maintain a thorough knowledge of all applicable federal and state laws and regulations, Title IV, GASB, and TBR guidelines.

• The AVP will establish college accounting and financial policies and standards.

Typical Duties and Responsibilities

• Supervision of staff in fiscal operations, cashiering and accounts receivable, budget, payroll and purchasing.

• Review/approval – original work of direct reports in the areas of Fiscal Operations, Payroll, Purchasing, Cashiering and Accounts Receivable and Budget.

• Approval of documents in accordance to college policies.

• Designs, establishes, and maintains an organization structure and staffing to effectively accomplish the division’s overall goals and objectives,

• Directs and oversees the hiring, development, management, and evaluation of divisional staff.

• Ensures that the college’s interim and annual financial statements are prepared in accordance with GAAP and federal and state laws and regulations and that month-end processing is completed.

• Coordinates all aspects of the college’s bi-annual year-end audits.

• Coordinates other audits that pertain to the areas of responsibility.

• Oversees the billing and collection of student accounts.

• Oversees the development of the annual budget development process.

• Ensures that all federal, state and local reporting is completed on a timely and accurate basis.

• Ensures that all issues are promptly identified and addressed.

• Establishes college accounting and financial policies and standards in the area of responsibility.

• Provides ad hoc analysis and reporting as required.

• Develops training for internal customers relating to accounting and budget systems.

• Enhance financial planning and budgeting models.

• Establishes monthly, and fiscal year-end closing and financial reporting processes.

• Other duties as assigned.

Required Qualifications

• Master’s degree in accounting/business from an accredited college or university. Minimum five (5) years’ experience directing or managing accounting professionals and operations.

• Proficient in use of Microsoft Office Suite.

• Minimum five (5) years’ experience directing or managing fund accounting, GASB, and FASB reporting, with strong knowledge of generally accepted accounting principles.

• Proficient in use of computer applications, including accounting packages.

• Familiar with budgeting modeling.

Preferred Qualifications

• Certified Public Accountant (CPA) license desired.

• Experience in educational accounting

• Experience with automated financial system; Banner

• Proficient in use of Access, Argos, and Pl/SQL

• Ability to establish and maintain effective relationships with College officials, employees, and general public.

• Ability to schedule and organize workflow and coordinate efforts among and between different functional areas.

• Familiarity with or ability to integrate current technology into accounting and budget management processes.

• Ability to resolve problems by using a logical, systematic, sequential approach.

• Ability to work efficiently and effectively with poise under pressure and against deadlines.
